If the graph is merely measuring the increase in dollars spent for imports, then it is only reflecting the higher cost of oil and natural gas. It doesn't mean we are actually consuming more oil and natural gas.

I suspect if you look at volume of oil and natural gas, it is either flat or declining, especially in the past 12 months.
